Propylene glycol is the food-grade carrier the flavour sits in — most of the concentrate (80–90%), with no ethanol, so it's alcohol-free. The remaining 10–20% is the flavour itself: the cooling agents, the mint oils, and the characterising aroma blend that give it its taste and character. The mint essential oils listed above are volatile aroma oils — they evaporate and carry scent, unlike a fixed oil such as vegetable or seed oil, which is a fat. The compounds above with CAS numbers are the principal ones declared on the Safety Data Sheet (SDS).
